The rules of attestation of the workplaces in the companies by “Industrial Sanitation Laboratory” of “Baku Business Consulting” LLC

According to decision of Article 64 of the Labor Code of Azerbaijan Republic and
the Cabinet of Ministers No. 38 dated 06.03.2000 of Azerbaijan Republic independently of working conditions employer must to provide the attestation of workplaces. All the workplaces that exist in the enterprise should to pass through attestation.
If employers do not conduct the attestation or violate the rules of conduction of the attestation, in accordance with Article 53 of the Administrative Code of the Azerbaijan Republic they are the administrative responsibility from 700 to 1200 AZN.
The purpose of the attestation of workplaces in the enterprises is to provide measures for labor protection, identify and improve sanitation of production, hygiene conditions, as well as the growth of labor productivity and efficiency, the latest advanced methods for forming labor, including applying of new techniques or technologies.
By the Standardization, Metrology and Patent of Azerbaijan Republic by State Accreditation Service of the State Committee on the basis of dated 10.02.2015 No. 031/11.1/03.0617.01.15 “Attestation of Accreditation” “Industrial Sanitation Laboratory” of “Baku Business Consulting” LLC provides the attestation workplaces of enterprises at the high level and in accordance with the legislation.
Attestation of “Industrial Sanitation Laboratory” which is supplied with modern equipments is managed by professional experts.
During the attestation of workplaces conducting the ergonometric research and physical, chemical, biological and psycho-physiological factors are measured by instrumental manner.
Level of dangerous and harmful factors of production is determined on the basis of instrumental measurements.

Purposes of conduct of the attestation of workplaces
1. Determine the actual indicator of dangerous and harmful factors of production in the workplaces;
2. Evaluation of injury prevention of workplaces;
3. Evaluation of providing the employees by individual protective equipment;

During the attestation of the workplaces on labor conditions evaluated all existing dangerous and harmful factors of production in the workplace, heaviness and tension of the labor.
2. Evaluation of injury prevention of workplaces
– The main objects of the evaluation of injury prevention of workplaces are following:
– production equipment;
– devices and tools;
– providing with means of training and learning.
3. Evaluation of providing the employees by individual protective equipment
– On level of harmfulness and safety;
– On level of injury prevention;
– On providing the employees by individual protective equipment, at the same time efficiency of these equipments;

The preparation of conducting of attestation of the workplaces
Preparation of attestation of the workplaces in accordance with labor conditions consists of making a list of all workplaces and dangerous and harmful factors of production environment, which are belong to instrumental evaluation and in order to detection evaluate their actual parameters;
In accordance with features and labor conditions of carrying out the work in the enterprise showing the similarity of the workplaces is compiled the full list;
For each workplace (or in accordance with features of carrying out the work and similarity of the labor conditions, group workplaces) in accordance with labor conditions is compiled the map of attestation of the workplaces;
Codes are given to the workplaces, fields, sections, productions in accordance with the labor conditions for the automation of preparing results;
Compiled the list of features of the process, composition of the equipment, raw stuff and materials for using, heaviness and tension of the labor process, dangerous and harmful factors of production results of measurements which has previously conducted, takinginto account the complaints of employees regarding labor conditions in every evaluated workplace indicator of heaviness and tension of the labor process, dangerous and harmful factors of production environment.

Measured production factors are following:
Physical, chemical, biological, psycho-physiological and etc.
Physical factors:
– Noise
– Vibration (local, general)
– Radiation (ionizing and non-ionizing)
– Lighting (natural and artificial)
– The relative humidity
– Air temperature
– Air flow speed
– Atmospheric pressure

Chemical factors:
– Harmful chemicals
– Aerosols with fibrogen impact
– Dust of production
Heaviness of the labor:
– Dynamic tension (load)
– Static tension (load)
– Posture of the employee
Tension of the labor:
– Intellectual tension
– Speed of work (tempo)
– Nervous – emotional tension
– Monotonous of labor
– Displacement in workplace
Psycho-physiological factors:
– The study of the central nervous system, respiratory and cardiovascular system, muscular efficiency
– Etc

Documentation of attestation of the workplaces
Instrumental measurements of the level of production factors, identification of heaviness and tension of the labor process, the evaluation of injury prevention of workplace and the evaluation of providing the employees by individual protective equipmentare registered by documents.

1.Theprotocol of attestation of the workplaces in accordance with labor conditions:
– thepassport of attestation of the workplaces in accordance with labor conditions;
– the list of attestation and workplaces in the sections in accordance with labor conditions;
– action plans in accordance with improvement of labor conditions in the enterprises;
